seems to me that with hands being tied - legislation is now making an attempt to? too little too late? Do you find this valuable?

That is from earl speculation. The Bailout is actually an attachment to the Paul Wellstone Mental Health Act, which is HR 1424...Appropriate that it is an attachment to a mental healtth bill, since clearly the Congress has LOST THEIR MIND!!!!! Do you find this valuable?
